THE SPEAKERS:
Mr. Chia is a graduate from University of Warwick and has been in practice for 39 years. He is the resident partner of the Penang office of RDS, Rosli Dahlan Saravana Partnership.
 
He is a qualified mediator registered with Asian International Arbitration Centre and the Malaysian International Mediation Centre. He has mediated several commercial and civil disputes such as, shareholders dispute, estate administration, developers-occupiers, guarantee, construction dispute, family business dispute.
 
Since 2006, Mr. Chia has conducted numerous mediation skills training workshops for High Court Judges, Session Court Judges, judicial officers, officers from Bank Negara, Financial Mediation Centre, SUHAKAM, students from University Malaya and others. For example, he has conducted more than 10 mediation skills training workshop for Institut Latihan Kehakiman dan Perundangan (ILKAP), 4 for Bank Negara officers, 2 for the judicial officers and lawyers from Sabah and Sarawak, 5 for students from UM. Notable workshops were in December, 2010 in Kota Kinabalu, Sabah where the workshop was attended by Tun Richard Malanjum, the then Chief Judge of Sabah and Sarawak, High Court Judges, Registrars and Session Court Judges of Sabah and Sarawak, and in September, 2022 in Kuala Lumpur where the 2-day mediation workshop was attended by the High Court Judges of Malaysia.
 
Mr. Chia is also an arbitrator and adjudicator registered with AIAC.
 
SYNOPSIS: 
1.      Recent developments on the law relating to strata management- issue relating to ownership of car parks in high rise developments- whether car parks are common property or privately owned. 
2.      Role of an architect under the Housing Development Act – issuance of certificate of progress work – issuance of CCC- making good defects liability certification 
3.      The duty of care of the architect in property development – contractual duty- tortious duty and the extend the law of law of negligence applies to architect – statutory duty of an architect in Housing Development Act. 
4.      Mixed development – residential and commercial uses – common property – common common property – subsidiary Management Corporation.
