Synopsis

This talk will cover two critical aspects of building design that are interlinked, namely Fire Safety provisions and Passive Design elements, with the ultimate goal of designing safe and sustainable indoor spaces in the Malaysian building industry context.
The Uniform Building By-laws 2021 have brought important revisions to the Fire Safety provisions in the Malaysian building industry context. This talk will delve into the key changes that have been made, highlighting how they impact the industry as a whole, and what the implications are for building owners, architects, and contractors. The speaker will then explore the specific changes that have been made, providing insights into their impact on fire safety provisions in the Malaysian building industry.  
Passive design is an important approach to sustainable building design that minimize the need for energy resources by maximizing the use of natural resources such as sunlight and wind, to create comfortable and energy-efficient living and working spaces. This session will highlight the benefits of incorporating passive design elements into building design, and why insulation in roofing is such an important element in this context; which are crucial for achieving energy efficiency in buildings. For Malaysian climates, insulation helps to keep the interior of a building cool by reducing the amount of heat that enters the building through the roof and walls. The speaker will explain how passive design is a cost-effective and sustainable approach to building design that can create comfortable and healthy indoor spaces while also promoting environmentally friendly construction practices.


The Speakers

Ar Chong Lee Siong

Ar Chong Lee Siong graduated with a Bachelor of Arts in Architecture as well as Bachelor in Architecture with Honours (1990) from Deakin University.
Lee Siong was a Council Member of the Pertubuhan Akitek Malaysia and has served in the Practice Projects Committee, the Disciplinary Committee, the Building Standards and Legislation Committee and Continuous Professional Development (CPD) Committee. He also served as Honorary Secretary in 2006-2007 and as Vice President in 2007-2008.  
Ar Chong Lee Siong is active in the pursuit of the study of fire safety engineering from an architectural perspective. He is a Member of the Institute of Fire Engineers (UK), and contributed to the drafting of the current Uniform Building By Laws (2012), the publication ‘The Guide to Fire Protection in Malaysia’ and has delivered numerous papers on the application and interpretation of fire safety provisions in architectural designs. He has also shared his expertise as guest lecturer and external examiner to the Architecture Faculties of Universiti Malaya, Universiti Sains Malaysia, Universiti Putra Malaysia, International Islamic University of Malaysia, Taylor’s University and Tunku Abdul Rahman University College.  
The architectural practice of LeeSiong Architect (now incorporated as LSA architects Sdn Bhd) was established in the year 1994.  
Current and past projects include a wide array of projects from apartments to luxury condominiums, small and large industrial complexes and office buildings. A particular expertise is in the planning and design of ‘clean’ and high technology manufacturing facilities for the food and beverage, electronics, aeronautical and automotive industries.


Ar. IDr. Alice Leong Pek Lian

Ar. IDr. Alice Leong Pek Lian 
graduated from University Science of Malaysia (USM) with double degrees, Bachelor of Science HBP (Hons.) in Architecture and Bachelor of Architecture. She is the Principal of Arkitek Leong PL and Managing Director of AL Perfect Design Sdn Bhd. She is a professional practicing Architect registered with the Board of Architect Malaysia (LAM), and a qualified GBI Facilitator in Malaysia. Currently, she is the GBI Accredited Panel and also Technical Committee of GBI.
She is now the Deputy President of Malaysia Institute of Architects (PAM) term 2022-2023, Former Honorary Treasurer of PAM (2020-2022) and Former Honorary Secretary of PAM (2016- 2018). She is also the Former Honorary Secretary of Malaysia Green Building Council (MGBC). She is appointed by PAM as the representative and committee member in Architects Regional Council Asia (ARCASIA) Green and Sustainable Architecture Committee (ACSGA) (2017- 2023) & appointed as Zone B Representative for ACGSA. She is also appointed by International Unions of Architects (UIA) as SDG Commission Committee of Region IV (2017-2023).
Ar. IDr. Alice Leong is a qualified Professional Interior Designer registered with Board of Architects Malaysia and member of Malaysia Institute of Interior Designer (MIID). She has obtained her Accredited Building Inspector qualification with PAM Architect Centre Sdn Bhd (ACSB) and also passed and qualified herself as Arbitrator under PAM panel list. She is actively involved in many various projects where green & sustainability elements are mostly implemented in the design and living spaces of the projects.
She has vast experiences in various types of buildings such as: housing projects, high-rise commercial buildings, offices, hotels, institutions, transportation hub, mix developments, etc. She has been invited by varies universities and institutes national and international such as China, India etc. as speaker, judges for many competitions as well as an external panel critic for Universities’ student works.
